Research indicates that attitudes toward the foster care system has been one of apathy and lack of concern that has resulted in the failure of children to transition into a healthy environment as independent, productive adults in today’s society (Herring Shook, Goodkind, & Kim, 2009). Herring et al present research that cites the poor adjustment of youth in foster care because of the constant change in foster care placements. Many of the children are unable to find jobs (or have low-paying jobs); they lack positive role models and positive leadership that often result with them becoming incarcerated, or homeless. According to Whelan, attitudes in society have contributed to a failing system in which foster children are neglected, and viewed as troublemakers. Most move from school to school because they frequently change foster homes (Allen & Vacca, 2010 as cited in Allen & Vacca, 2011). In addition, foster care children are not provided with adequate health care services.
