Health technology assessment is the evaluation of any intervention or technology used to “promote health, to prevent, diagnose or treat disease or for rehabilitation or long-term care. This includes the pharmaceuticals, devices, procedures and organizational systems used in health care” (International Network of Agencies for Health Technology Assessment, 2009, definition). It is not a unique concept or only performed by a group of professionals. It is a way to make sure that whatever the invention, intervention or new treatment proposed is safe, cost-effective and a real advancement for health care.
Health technology assessment can work with researchers to define problems and ensure that questions are addressed and disseminated to the audiences that will benefit of such findings (Waley, 2007). For example we know that cardiovascular prevention programs are done all the time and that they usually improve the patient’s quality of life but little is known if they are really cost effective. Using health technology assessment techniques, a group of researchers evaluated such programs in the Netherlands and Belgium and found that only “increased participation would make this intervention highly cost-effective” (Jacobs, Evers, Ament and Claes, 2010). Those conclusions provide enough information for case workers to seek more aggressively the patients with cardiovascular problems and engaging providers and patients to use health information systems updated for this …
